What exactly is the target of a DNS attack? Is it the DNS server, or the
DNS client? Or, is it something else?

It could be bot-the attack can target the DNS server to disrupt or manipulate the resolution process(DNS Spoofing / Cache Poisoning), or it can target the DNS client (user device) to hijack traffic or trick the system into connecting to a malicious siteDNS Hijacking.
