Since nothing says 'prepared' like practicing what to do when everything goes up in flames! 
That's part of the drill. When all the stakeholders are known, and involved, that's an easy question to answer. There has to be someone in the organization who is assigned the responsibility of making that call!!!
Exactly!.....When everyone is at the table, the decision is a no-brainer.
