I think this question is wrong! I think the right answer is Private Cloud,

Why:
- They **don’t want to share resources** with other organizations → this rules out **public** and **community** clouds.
- They **don’t have the capital** to build infrastructure or hire engineers → a **hosted private cloud** from a provider fits perfectly.
- Strict access control is **not** a concern, so they don’t need the complexity of a hybrid setup.

A **private cloud hosted by a cloud provider** gives them dedicated resources without the cost of building or managing the infrastructure themselves.

The entire cost of a private cloud is borne by the organization that uses it. I would suggest that "does not have capital" rules out Private Cloud as a choice. The statement that "they do not want to share resources" would only rule out the Community cloud. Any organization that uses the cloud (with any CSP) would start with a VPC (Virtual Private Cloud) that meets its implementation requirements.
