There is no process involved with "being allowed". If the recordings are still available, you can watch them.
However, you will not be getting the books, slides, nor a voucher for the exam. That only happens when the TTT session is actively running.
And from what I see, they're all still out there, going back, I want to say, four years. I think there's a Security+ done by Mark Ciampa, even - one of the first TTT's.
