If I am reading the original question correctly, @DongDuongICT was asking if he needed to have the Tech+ in order to teach a Security+, PenTest+ or CySA+ courses. The answer is no.

I have been told the launch for Cloud+ 004 has been pushed out. I am looking at a September launch date. That is why we have not confirmed the dates for TTT series yet.

Yes, your customer is confusing Tech+ with CTT+. Tech+ is a foundational cert, as others have pointed out. CTT+ has been retired, and there are currently no plans to replace it.
