No, there is not enough overlap in the content, so CompTIA does not grant CEUs for Security+ for passing Cloud+.

No. Cloud+ (CV0-003) only renews A+, Net+ and Linux+
You can opt to take CySA+ or CASP+, or the updated exam for Sec+. All these options will renew Sec+.
