I've contemplated on whether to respond to this thread, but ultimately what helps promote progress and moves us forward is the ability to provide perspective. What I didn't see in any of the posts is anyone with direct military experience. I served in the Navy for 22 years. As a retired Information Systems Technician Chief (ITC) I can tell you that a lot of what you're seeing is a culture that has been built over the course of the last 20 years. The Cyber Security Workforce Framework was thrown on the military without the proper foundational elements, so what you ended up with is people being force-fed information that they didn't really comprehend just to satisfy the prerequisite requirements to get the certifications. The understanding was that the real "on the job training" would happen once they were at their commands by Subject Matter Experts. I know this because I lived it. There are shortcomings throughout the process, but unfortunately, it's not going to change because the end results are satisfying the mission expectations.
